The public and Commercial services (PCS) union has struck a deal with the government over pay and conditions for staff whose jobs will change because of the 16 to 19 transfer.

The government has now pledged to amend the Apprenticeships, Skills, Children and Learning Bill, to include a clause that will protect employees' salaries and benefits.

This will help almost 1,000 Learning and Skills Council staff who are scheduled to move to local authorities when the transfer takes place in 2010 and a further 2,300 workers who will be split between the Skills funding Agency, the National Apprenticeship Service and the Young People's Learning Agency.
